3.

It is a matter for regret that

more care was not taken in the selection of this Officer

in England though it is possible that Mr. Chadwick in

reporting to the Crown Agents on the 5th. March last may

have been deceived by Mr. Bowden, the Architect and

Surveyor at Smethwick, not having given him all the in-

-formation in his power.

No enquiry however seems to have

been made as to the character Held by Mr. Lofthouse in

his recent employment at Hereford and it would seem

necessary that in future cases such should invariably be

done as in this case it might have shown that the applicant

was

a most undesirable person to despatch to this Colony.

4.

I presume that the Crown Agents

will take steps to recover passage money and advances made

to Mr. Lofthouse on his departure from England.

I have the honour to be,

My Lord,

Your Lordship's most obedient,

humble servant,

Amaz

Officer Administering the Govern-

-ment.
